Google quietly decided that refusing to run their software is evidence of fraud.

At Cloud Next in April 2026, Google announced “Cloud Fraud Defense” and called it the next evolution of reCAPTCHA. The old puzzle is gone.

When the system flags your traffic as suspicious, you get a QR code. Scanning it requires Google Play Services running on your device.

If you removed Play Services because you read what it does, you get locked out.

Internet Archive records show this requirement has been running since at least October 2025. Seven months of deployment before anyone noticed.

The people most likely to understand Google’s data practices are now being flagged as fraudulent for that understanding.

This is not the first time.

In 2023, Google proposed “Web Environment Integrity”, a system that would let Google decide which devices were “real enough” to access the web.

Standards bodies and the public pushed back hard enough that Google killed it publicly.

Three years later, the same idea is running inside reCAPTCHA, deployed to millions of websites whose developers haven’t changed a thing.

There was no standards process to observe. No public comment period. It was deployed and stayed deployed for seven months.

Your phone is the most capable surveillance device you own.

Stock Android gives Google root-level access to your location, contacts, call logs, and app activity by default.

The carrier layer adds its own collection on top of that. What you get in exchange is a convenient device that someone else controls.

The alternative has existed for years, and it runs on hardware that costs $100 or less. And installing it is more straightforward than most people assume.
